摘要 <p><P>PROBLEM TO BE SOLVED: To improve encoding efficiency even when there are a foreground and a background in a screen in the case of dividing the screen into a plurality of regions to encode the screen for every regions. <P>SOLUTION: A motion searching unit 102 performs motion search of images for each macroblock from an image input unit 101 while changing the reference images for each of division units, which are formed by dividing the screen according to division pattern information from a division designating unit 104 or 105. A reference image memory 107 stores reference images to be used for motion search and motion compensation. A division designating unit 106 decides the division pattern from the minimum value of a motion searching cost obtained in the unit 102. A motion compensation prediction error encoding unit 103 performs motion compensation to encode a prediction error. A motion vector encoding unit 109 encodes a motion vector. A reference image designation encoding unit 108 encodes information for designating a reference images.
