<p><P>PROBLEM TO BE SOLVED: To provide an image encoder and an image encoding method in which errors are not accumulated, a VBV (video buffering verifier) control can be correctly performed for each picture in a split image encoder, and a VBV delay of a bit stream after being composited can be correctly determined, and to provide an image recorder and an image transmitter. <P>SOLUTION: A VBV buffer control operation section 171 determines the total of amounts of input bits into the VBV buffer controlled by each of split image encoders 120-1 through 120-4, and assigns the bits to the encoders 120-1 through 120-4 according to complexity of an image.
