A specified area monitoring system capable of remotely monitoring an area to be monitored with monitoring terminals installed therein, comprising the monitoring terminals (1 and 2), a control computer (3) and a monitor (15). The control computer receives information for specifying a system user and performs authentication, and encodes and transmits address information and a secret key of the monitor to the monitoring terminals which can be used by the system user. The monitoring terminals decode received data, encode monitor information by the secret key, and transmit it to the address of the monitor; and the monitor decodes the coded data transmitted from the monitoring terminals and outputs monitor information.
