PURPOSE:To enable rapid heating operation to be performed even in the state where preliminary operation of the heat pump is not completed by a method wherein a passage for flowing the hot water from the heat pump to a circulation flowing pump in a short-circuited condition is arranged to be freely opened or closed. CONSTITUTION:A small diameter pipe 15 communicating with a discharging passage of a hot water pump 13 and a large diameter pipe 16 communicating with an inlet passage of a circulation flowing pump 5 are arranged in a tank 2 while their both ends being fitted to each other with a space for forming the hot water flowing passage 17. Thus, a passage R for flowing the hot water from the heat pump 1 to the circulation flowing pump 5 in a short-circuited condition is arranged in both pipes 15 and 16 in such a way as it may be automatically opened or closed. That is, under the state in which either one of the heat pump 1 or the circulation flowing pump 5 or both of them are stopped, the passage may be closed.
