PROBLEM TO BE SOLVED: To provide a method for producing a polymer of a radical- polymerizable vinyl-based monomer in which a functional group is surely introduced into the end since when a low polymerizable olefin is added to a living radical polymerization system, approximately only olefin is found to be added to the growing end, however, in the process, the functional group is sometimes not surely introduced into the end. SOLUTION: The method for producing the vinyl-based polymer with which after consumption of 80 wt.% of the radical-polymerizable monomer by atom transfer radical polymerization, the low polymerizable olefin compound (I) and a compound (II) having a dielectric constant higher than that of the olefin compound (I) are added to the polymerization system to produce the vinyl-based polymer in which the olefin compound (I) is added to the end comprises adding 1-1,000 pts.wt. of the compound (II) to 100 pts.wt. of the radical-polymerizable monomer.
