PROBLEM TO BE SOLVED: To provide an air conditioner for vehicles having sufficient dehumidifying and heating performance without applying excessive load to a compressor in a very cold atmospheric environment. SOLUTION: The air conditioner for vehicles comprises a unit case 11, in which an in-cabin air passage 12 is formed, including an in-cabin heat exchanger 34 for heat radiation, in-cabin heat exchanger 36 for heat absorption, outside air inlet port 13a, inside air inlet port 13b, floor fan 15, heating passage 18 communicating with the in-cabin heat exchanger 34, heating by-pass passage 18a by-passing the in-cabin heat exchanger 34, and air mix door 19 for switching the air passage of the heating passage 18 and the heating by-pass passage 18a. The air conditioner is also provided with an evaporation blast passage 16 through which the outside air introduced in the in-cabin air passage 12 is sent to the in-cabin heat exchanger 36 for heat absorption and an air by-pass passage 16a which the outside air introduced in the in-cabin air passage 12 by-passes the in-cabin heat exchanger 36, and the air by-pass passage 16a is equipped with a counter flow preventive means 17 for preventing air conditioned wind from counter-flowing.
