PROBLEM TO BE SOLVED: To make it possible to prevent more certainly generation of negative pressure within a turning actuator in a turning and making up circuit of a hydraulic operating machine. SOLUTION: A hydraulic circuit of the hydraulic operating machine is provided with a turning actuator 2a of the hydraulic operating machine, and a pilot circuit 60 for controlling operation of the turning actuator 2a. Oil pressure at an upstream side of a first check valve 17 is ensured by the first check valve 17 provided in a rotary line 41a of the pilot circuit 60, while the upstream side of the first check valve 17 and the turning actuator 2a are connected by means of a first making up line 43 to supply pressurized oil to the turning actuator 2a.
