PROBLEM TO BE SOLVED: To provide a wave absorbing device and method having a simple structure and attenuating waves by making use of the hydraulic pressure difference and the variation of hydraulic pressure due to wave motion and wave height. SOLUTION: The wave absorbing device includes a wave absorbing structure 5 provided with a plurality of apertures 2, 3 immersed in water and installed so as to face the water surface and separated from the water surface and a communication passage 4 mutually connecting these apertures 2, 3 to make a difference in the hydraulic pressures acting on these apertures 2, 3 caused by the wave height and making water inflow from the aperture 2 positioning at the higher level and make water flow out of the aperture 3 positioning at the lower level and further, make the outflow water collide with the upper wave of the aperture 3 positioning at the lower level of the water surface.
