PROBLEM TO BE SOLVED: To effectively control rotation speed by a simple and low cost mechanism and to prevent damage of a power generator, in relation to a vertical axis windmill such as a Savonius windmill. SOLUTION: This windmill comprises: a mass body moving from the rotation center outward in the radial line direction with a centrifugal force by rotation; and an energizing means for energizing the mass body having moved outward in the radial line direction toward the rotation center. The rotation speed is controlled by the mass body and the energizing means in response to the output of the power generator. Number 5 indicates a rotation speed controller. COPYRIGHT: (C)2004,JPO
