PROBLEM TO BE SOLVED: To provide a soil-covering sheet for agriculture and forestry, promoting the growth of a useful plant, having improved weed-preventing performance and achieving a low cost by forming the covering sheet for covering the soil at the surrounding of the root part of the useful plant into a bilayer fiber structure, and devising the color arrangement and the shape thereof. SOLUTION: The soil-covering sheet is constituted so that a sheet 2 having at least an upper face layer and a lower face layer has a semicircular recessed part 2c and an overlap width 2d, and covers the soil at the vicinity of the root part of the useful plant 1. The upper face layer is constituted of a whity fiber, and the lower face layer is constituted of a dark colored fiber. As a result, the irradiation of the useful tree 1 with sunlight from a lower side is enabled by reflecting the sunlight by the upper face layer, and the sunlight passing the upper face layer is absorbed by the lower face layer to prevent the propagation of the weeds on the surface of the soil.
