PROBLEM TO BE SOLVED: To provide a method and an apparatus for detecting water leaks from a water-cooled system, such as a nuclear fusion reactor, installed in a large-size vacuum container. SOLUTION: By dissolving a substance to be retrieved in water and detecting the substance to be retrieved, a location of a very small amount of a water leak is detected from a time delay in the detection in the method or the apparatus for detecting water leaks. As a channel on-off valve of water-cooled piping of which a leak is to be detected, a valve operating location is cooled from outside the piping to temporarily freeze the water inside to make a channel closed, and the outside of the piping is heated for melting the ice to make the channel open.
