PURPOSE: A retroreflective sheet is provided to further improve the retroreflection and a luminescence effect by forming the retroreflection and the luminescence effect when the light beam does not exist. CONSTITUTION: A retroreflective sheet includes a resin film(30) with an excellent transparency, an adhesive layer(31), a glass bead layer(32), a reflection layer(33), and a luminescence layer(34). The adhesive layer(31) keeps an adhesive force between the resin film(30) and the luminescence layer(34). The glass bead layer(32) in the form of a fine bead is embedded into the adhesive layer(31) and the reflection layer(33) reflects the light beam transmitted from the glass bead layer(32). The luminescence layer(34) is provided with a self adhesive layer(35) and a base layer(36) for absorbing, storing and illuminating the light beam between the bottom surface of the reflection layer(33) and the glass bead layer(32).
