PROBLEM TO BE SOLVED: To reduce the amount of dust adhering to a heat exchanger when waste gas including the dust is guided to a dust collector and the heat exchanger successively for waste heat recovery. SOLUTION: When waste heat is recovered by guiding the waste gas including the dust to the dust collector for dedusting, and then guiding the dedusted waste gas to the heat exchanger 3, a louver angleθof a variable louver 4, disposed at an entrance to the dust collector 2, and which the waste gas flowing into the dust collector 2 collides against is controlled based on pressure of the waste gas, the concentration of dust included in the dedusted waste gas, and a measured value of flow of the dedusted waste gas which has passed through the heat exchanger 3.
