PROBLEM TO BE SOLVED: To report an emergency to a third party in the occurrence of a crime in an urban area, and ensure information related to the crime scene and criminal. SOLUTION: Monitoring cameras 2 and emergency alarm lamps 3 are set on crime-preventing struts arranged at proper intervals or the side wall of a building, and these are mutually connected through wiring or radio. When the operating means 4 of a certain one is ON by a victim, all the systems connected thereto are operated to successively take images of the criminal, and the emergency alarm lamps are also lighted.
