<P>PROBLEM TO BE SOLVED: To easily insert the optimal code into a sentence made into voice-text. <P>SOLUTION: A voice inputted via a voice input part 1 is recognized by a voice recognition part 5 and the optimal voice series is selected by a series evaluation part 6. A code automatic insertion part 7 detects the break points of the sentence and inserts punctuation marks into them. When a user instructs switching of codes to be inserted by using an operation input part 2, a code switching part 9 converts, for example, a period into a question mark '?' according to the instruction by the user.
