PURPOSE: Provided are an apparatus and a method for removing nitrogen and phosphorous in sewage and wastewater, the apparatus being capable of removing dissolvable BOD and suspended and colloidal contaminants as well as nitrogen and phosphorous without depending on seasonal temperature change, being implemented in small size and simplified structure, and consuming low operating cost. CONSTITUTION: The apparatus comprises a water tank(1) for storing pretreated wastewater and equalizing flow rate of water to be introduced into a filter housing(2), the filter housing(2) having a filter support member (S) therein for filtrating the wastewater, a filter equipped tank(3) having a mixing device therein and being installed in a middle portion of a water pipe between the water tank(1) and the filter housing(2), a pump(4) for supplying water pressure for filtration and filter coating onto the filter support member (S) in the filter housing(2), an air compressor(5) for supplying a pressure to the filter housing(2) so as for the filter coated onto the filter support member (S) to be detached, and a plurality of valves(6,7,8,9,10,11,12,13) for changing passage ways of wastewater, air and filtrate. The method comprises the steps of coating filter members onto the surface of a filter support member (S) in a filter housing(2), filtrating wastewater by passing the wastewater through the filter support member (S), and detaching the filter members from the filter support member (S) using compressed air of an air compressor(5).
