<p><P>PROBLEM TO BE SOLVED: To surely obtain a favorable rolled wet hand towel shape by managing a proper frictional force at the time of rolling concerning a rolled wet hand towel-forming apparatus. <P>SOLUTION: A fixed belt 24 is arranged in a manner to be confronted with a movable belt 20 which moves around a roller 19. The fixed belt 24 has a large number of friction-imparting protrusions 24B in a manner to be confronted with an upper linear part, a region around the roller 19 and a lower linear part of the movable belt 20. The friction-imparting protrusions 24B are arranged in the length direction and the width direction of the fixed belt 24 with intervals. For the intervals for the friction-imparting protrusions 24B under a state wherein the fixed belt is developed, an interval d1 at the linear parts is made larger than an interval d2 at the part around the roller. Therefore, the intervals between the friction-imparting protrusions when being fitted are equalized at the linear parts and the part around the roller.
