PROBLEM TO BE SOLVED: To provide a method for preparing a digest video file by extracting a video signal for each little-varied scene. SOLUTION: When a change point detector 6 detects a scene change point, a reduction processor 7 reduces a video to a thumbnail image as a reduced video corresponding to a predetermined time, stores it in a reduced video buffer 8, and turns ON a switch SW to store it in a digest video buffer 9. The buffer 9 stores a reduced video corresponding to a predetermined number of blocks from a block having a long scene no-change time, prepares a digest video file, and then stores it in a recording medium 3.
