PROBLEM TO BE SOLVED: To provide a rescue service control server in which communication can be sustained through a public telephone when a portable telephone under communication enters a communication trouble state, e.g. deficiency of a battery or deterioration of the receiving level. SOLUTION: The rescue service control server comprises a means connected with a mobile communication network and a fixed communication network and receiving trouble information from a portable telephone, a public telephone data managing means for storing the location information of a public telephone, a research means for acquiring the location information of a portable telephone from a location information management server and retrieving the location information of a public telephone located in the vicinity of the portable telephone from the public telephone data managing means, and a means for transmitting the location information of a public telephone to the portable telephone.
