PROBLEM TO BE SOLVED: To make communications possible between a mobile IPv6 terminal and an IPv4 terminal on an IPv6 network to which the mobile IPv6 terminal is connected and an IPv4 network to which the IPv4 terminal is connected. SOLUTION: A converter holds a first corresponding relationship between a home address of the mobile IPv6 terminal and a virtual IPv4 address of the mobile IPv6 terminal. When the mobile IPv6 terminal transmits a packet to said IPv6 network while designating a c/o address as a source transmitting this packet and designating a home address to an extension header, the source transmitting this packet is rewritten into the virtual IPv4 address made corresponding to the home address of this packet based upon the first corresponding relationship, and the packet is transmitted to the IPv4 network.
