PROBLEM TO BE SOLVED: To provide an economical method and a device for preventing the adhesion of a living thing on a concrete face allowing the reduction of load for the environment. SOLUTION: A pulse voltage P is continuously applied on the concrete face 2 to prevent the adhesion of the living thing on the concrete face 2 by a current generated by the application of the pulse voltage P. Preferably, a pair of electrodes 10, 11 are provided on opposing end fringes of a part 3 for preventing the adhesion of the living thing on the concrete face 2, and the pulse voltage P is continuously applied between the pair of electrodes 10 and 11. Amplitude V of the pulse voltage P and/or pulse repetitive number (f) can be adjusted depending on the type of the living thing. Moreover, the amplitude V of the pulse voltage P and/or the pulse repetitive number (f) can be fluctuated with time. More preferably, a living thing adhesion prevention region 3 of the concrete face 2 is made of high dielectric constant concrete increasing dielectric constant by mixing and blending iron ore, iron sand, dust generated in an iron works and/or metallic component such as waste tire chip and/or carbon.
