PROBLEM TO BE SOLVED: To early detect abnormal heating operation in a water heater. SOLUTION: This water heater has a heating unit 4 connected to a service water pipe 1, and is formed as a water heater having a vessel 6 for housing liquid, heating means 12 and 13 for heating the liquid, and a steam detecting means 21 for detecting steam generated from the liquid, and stops heating operation of the heating means by detecting that the heating means is abnormally heated and operated on the basis of a detecting result of the steam detecting means 21, and can easily detect the fact of performing abnormal heating operation by detecting generation of the steam of a certain specific quantity or more.
