PROBLEM TO BE SOLVED: To enable the execution of work by using an enclosed type shield tunneling method even under high hydraulic pressure. SOLUTION: A shield of a tunnel excavator 1 is formed so as to have a double structure of an outer cylinder 6 and an inner cylinder 5 which is slidably fitted into the outer cylinder 6; and a cutter shaft 3 for supporting a cutter head 2 is intruded into a bulkhead 4 which is provided at the tip of the inner cylinder 5. The cutter shaft 3 is jacked by an excavating jack 9; and the inner cylinder 5, in which a reaction is obtained by a segment 31, is jacked by an inner cylinder jacking jack 10. In a first process, the cutter shaft 3 is jacked by the excavating jack 9, so that the cutter head 2 and the outer cylinder 6 can be jacked with excavation. Next, in a second process, the cutter head 2 is made to stand still, so that the inner cylinder 5 can be jacked by the jack 10. Those operations are repeated so that a face 30a can be advanced.
