<P>PROBLEM TO BE SOLVED: To increase a profit of an ASIC vendor, a tool vendor, and these customers by promoting a flow of an ASIC developing tool. <P>SOLUTION: A license contract of the ASIC developing tool is made between the ASIC vendor and the tool vendor, and next, the ASIC vendor makes a sub-license contract of the tool with the customers trying to develop ASIC. Information including a customer name, a developing tool name, a developing tool borrowing condition, and a license key lending request is transmitted to an ASIC vendor computer 11 from a customer computer 11. The ASIC vendor computer 11 receives the information, and transmits the information for requesting license key lending of the developing tool to the customers to a tool vendor computer 12 when determining that a prescribed condition for lending a license key is satisfied.
