<p><P>PROBLEM TO BE SOLVED: To install a holder for a structural body such as a solar battery panel without any rainwater leakage on a flat enclosure face. <P>SOLUTION: A plurality of grooves 4 are arranged in parallel to one another at predetermined intervals on a sheathing material 2 for a roof or an outside wall. A long gutter 6 having a recessed part 8 for guiding rainwater is fitted to the groove and fixed to the sheathing material 2. An engagement receiving part 12 and a plate end receiving part 16 are arranged inside the gutter 6. A plurality of long strip type enclosure plates 26 are arranged on the sheathing material 2, and the side parts of a pair of adjacent enclosure plates 26 are arranged face to face inside the gutter 6 at a predetermined interval. An engagement part 22 of a lid body 20, in which a pressing part 24 and the engagement part 22 are arranged in T-shape, is engaged with the engagement receiving part 12, so that the opposite side parts of a pair of enclosure plates 26 are clamped by means of the pressing part 24 in the lid body 20 and the plate end receiving part 16. A substantially flat enclosure face is formed of the flat face of the enclosure plates 26 and the upper face of the lid body 20. Holders 28 and 30 are arranged on the lid body 20, and on the recess part of the gutter 6, fixed to the plate end receiving part 16 by means of machine screws.
