PROBLEM TO BE SOLVED: To provide a supper hard alloy having high hardness and toughness at a high temperature in particular and capable of maintaining high tool fracture resistance and wear resistance even under a severe environment where a cutting edge part is partially exposed to the high temperature at cutting. SOLUTION: The supper hard alloy has a structure in which WC particles and a solid-solution phase consisting of one or more kinds among the carbides and nitrides and/or carbonitrides of at least one or more metallic elements selected from the group consisting of the group IVa, Va and VIa metals of the periodic table are dispersed in a binder matrix composed of an iron-group metal. In the structure, the solid-solution phase consists of two phases of a first solid-solution phase satisfying 0.7≤Ti/(Ti+Zr)≤0.9 by atomic ratio and a second solid-solution phase satisfying 0.4≤Ti/(Ti+Zr)≤0.6 and these phases coexist adjacently in such a way that the second solid-solution phase is interposed between the first solid-solution phase and the binder matrix.
