<P>PROBLEM TO BE SOLVED: To solve the problem that toner scattering is caused by the movement of a latent image carrier. <P>SOLUTION: In a developing area 12 on a carrying base plate 1, electric field in a direction where toner T goes toward a photoreceptor drum 10 side is formed on the image part of a latent image on the drum 10, and electric field in a direction where the toner T goes toward an opposite side to the drum 10 is formed on the non-image part thereof.
