PROBLEM TO BE SOLVED: To provide surface treated steel having excellent weather resistance and appearance uniformity which is covered with a stable rust (-containing) layer having protective properties over a long period, thus requires no maintenance, and forms the stable rust (-containing) layer at an early stage, and in which the occurrence of flowing rust on the surface can be suppressed even when exposed to a severe corrosive environment of a coastal area. SOLUTION: A butyral resin film containing Fe rust satisfying the following requisites [1] and [2], or [1], [3] and [4] or further containing a Zn based compound (=Zn compound) is formed: [1] one or two kinds selected fromα-FeOOH and rust which is amorphous under X-rays are contained by≥50 mass% in total; [2] the total volume of micropores (:gaps with a diameter of the equivalent circle of≤1 nm) is≥20 mL/g; [3] the total volume of mesopores (:gaps with a diameter of >1 to <100 nm) is≤400 mm<SP>3</SP>/g; and [4] the BET specific surface area is≥50 m<SP>2</SP>/g.
