<P>PROBLEM TO BE SOLVED: To provide a method and an apparatus for germinating unpolished rice by which germination is efficiently carried out in shorter time than conventional methods and apparatuses while suppressing proliferation of various germs, or the like. <P>SOLUTION: A strongly acidic electrolytic water is fed as germination water from a strongly acidic electrolytic storage space 2 in a germination tank 1 for housing unpolished rice as seeds, immersing the unpolished rice in the germination water and germinating the unpolished rice. The strongly acidic electrolytic water and a strongly alkaline electrolytic water obtained from an electrolytic refining apparatus 3 for receiving a raw material water from an electrolytic raw material water storage space 4 and carrying out electrolysis are respectively stored in the strongly acidic electrolytic storage space 2 and a strongly alkaline electrolytic storage space 5. City water is fed from a city water source 6 into the germination tank 1. A strongly acidic electrolytic waste liquid after germination treatment is fed to a mixing and neutralizing tank 7 and is mixed with the strongly alkaline electrolytic water from the strongly alkaline electrolytic water storage space 5 and neutralized. The waste liquid after neutralization is fed to a waste liquid storage space 8.
