PROBLEM TO BE SOLVED: To provide a seat rotating mechanism with a simple structure allowing attachment of a three-point seat belt, not breaking when a large load is applied, and capable of positively transmitting the load to a floor side. SOLUTION: The seat rotating mechanism comprises a seat riser 11, a fixed frame 14 supported on the seat riser 11, a rotating frame 15 rotatably supported by the fixed frame 14 to support a seat 50, an upper frame anchor 17 having a upward hook 38 fastened together with the rotating frame 15 and the seat 50 in a belt anchorage 34 of the rotating frame 15 for anchoring a belt end of the seat belt and having teeth 39 in a tip and a hole 40 in a bending portion, and a lower frame anchor 18 with a downward hook 43 having teeth 44 in a tip and a hole 45 in a bending portion fastened together with the seat riser 11 and corresponding movable rails 62 and 62 so that the teeth 44 and the hole 45 are interlocked with the teeth 39 and the hole 40 of the upward hook 38.
