PROBLEM TO BE SOLVED: To provide a paper processor and an image forming system that can facilitate a separation at filing without using tabbed paper or an interleaf. SOLUTION: For a longitudinal change in punch positions with respect to the middle of paper upon every copy change, if the paper is not the leading paper of a copy (Step 1201), if a 'punch position change flag' check (Step 1203) finds the same flag set, a movement pulse number of a punching means is set at ä(A×2)-B} (Step 1204). If the same flag is not set, the movement pulse number of the punching means is set at ä(A×2)+B} (Step 1208). The above addition and subtraction of the variation B in punch positions may be replaced with each other. If the paper is the leading paper of a copy (Step 1202-yes), if a 'punch position change flag' check (Step 1205) finds the same flag set (a change in punch positions in the preceding copy), the same flag is reset (Step 1207) to set punch positions based on the paper middle.
