PROBLEM TO BE SOLVED: To provide a gas discharge panel for PDP of high reliability capable of reducing its discharge start voltage, establishing high brightness, and unlikely to generate a deterioration with the time and provide a manufacturing method for the discharge panel. SOLUTION: The gas discharge panel includes a front face plate 100 of such a structure that a plurality of displaying electrode pairs 104, a dielectric substance layer 105 covering them, and a protection layer 106 are formed on a transparent, insulating front substrate 101 and a back face plate 110 of such a structure that at least phosphor layers 115 and barrier ribs 114 are formed on a rear substrate 111, in such an arrangement that the front face plate 100 and the back face plate 110 are confronting with a discharging space 120 interposed, wherein the protection layer 106 contains chiefly elements belonging to group II and group VI in the periodic table and also contains at least one additive element selected among the element in group IV and group V, and the concentration of the first additive element on the side with the discharging space 120 is made larger than on the side with the dielectric substance layer 105 in the film thickness direction directed from the dielectric substance layer 105 toward the discharging spacer 120.
