PROBLEM TO BE SOLVED: To provide a data processing apparatus the increase in the circuit scale of which can be suppressed. SOLUTION: The data processing apparatus is an LSI for integrating functions of a decoder and an encoder into one chip and assembled in a recording and reproducing apparatus capable of processing a CD and a DVD as recording media. A 8-16 modulation circuit 32 and an EFM modulation circuit 42 in the data processing apparatus are operated in time division depending on a type of a disk set to the recording and reproducing apparatus. A write strategy circuit 27 receives modulation data outputted from the modulation circuit in operation and generates a pulse signal to drive a laser. COPYRIGHT: (C)2003,JPO
