PROBLEM TO BE SOLVED: To obtain a CNR (carrier-to-noise ratio)/SNR (signal-tonoise ratio) measuring method capable of measuring exact CNR/SNR in short time. SOLUTION: In the CNR/SNR measuring method, a controller 1 first transmits a diagnostic frame including output level information, modulation system information and specific diagnostic data via communication equipment 2 as changing output levels, next, a controller 4 which receives the diagnostic frame via communication equipment 3 compares pieces of diagnostic data with the known data for calculation of error ratio by every output level, calculates the error ratio based on comparison results, further returns diagnostic report frames including the error ratio, the output level information and the modulation system information by every output level, finally, the controller 1 that receives the diagnostic report frames via the communication equipment 2 stores the outputs level information and the error ratio included in the frames by associating them with each other and calculates the CNR or the SNR based on the associated information.
