<P>PROBLEM TO BE SOLVED: To provide a fuel cell unit body, its manufacturing method and a fuel cell adopting the fuel cell unit body. <P>SOLUTION: A step of mixing a metal catalyst with pure water, a perfluorinated polymer ionomer and a polar organic solvent to manufacture a composition for forming a catalyst layer, and a step of manufacturing a cathode and an anode by coating or coating and drying the composition for forming the catalyst layer on a top part of a diffusion layer formed on an electrode support body to form a catalyst layer, and a step of interposing an electrolyte film between the anode and the cathode are included.
