PROBLEM TO BE SOLVED: To provide the cathode which has stable quality, reduced overvoltage and excellent durability by a thermal decomposition method in the air suitable for mass production. SOLUTION: The surface of a nickel material is coated in a catalyst solution containing a ruthenium compound, and thermal decomposition is caused to obtain the cathode for producing hydrogen.
