PROBLEM TO BE SOLVED: To always obtain an image of same quality by stabilizing condition of a surface and assuring transfer of the image by forming an elastic layer on an outer periphery of a roll core shaft, dipping it in a hydrocarbon solvent and then drying it. SOLUTION: In this image forming device, the elastic layer that is in a film state or a roll state is formed by utilizing an injection molding machine or a press molding machine, or the elastic layer is produced by hardening liquid rubber, etc., in a specified mold. After the produced elastic layer is dipped for a specified time in a hydrocarbon solvent, the layer is appropriately dried. Any conventional rubber can be utilized as elastic body material and, for example, rubber such as natural rubber, polyisoprene rubber, butadiene rubber, chloroprene rubber, nitrile rubber, butyl rubber or acrylic rubber can be used. Filler such as carbon, titanium oxide or calcium carbonate can be mixed to the rubber base above. Furthermore the, solvent that can be utilized for primary processing of the surface is a paraffin solvent such as normal paraffin or isoparaffin.
