<P>PROBLEM TO BE SOLVED: To provide information having contents matching preference of even an unspecified passer-by for the passer-by. <P>SOLUTION: A feature extracting means 101 extracts a feature quantity regarding an attribute that the passer-by 3 has from image information obtained by an image information acquiring means 100. An information determining means 102 selects information to be provided for the passer-by 3 according to the extracted feature quantity.
