PROBLEM TO BE SOLVED: To provide a structure constructed in a short period of time without impairing a view. SOLUTION: This structure is constructed by connecting the inner surfaces of an upstream retaining wall 2 and a downstream retaining wall 3 by connecting members and filling sediment between both retaining walls. The upstream retaining wall is constituted by erecting a plurality of steel sheet piles 11. The downstream retaining wall is erected by piling concrete panels 15 in order, and a tapered holes opened in the upper and lower faces of the concrete panels, resin corn bushes fitted into the tapered holes, and a metallic joint shafts inserted through the center through holes of the corn bushes, are used to joint the upper and lower concrete panels.
