PROBLEM TO BE SOLVED: To maintain a cushioning function and to positively protect a steel frame dam body from a collision of gravel by preventing a buffer body from being broken into pieces to flow out by the collision of the gravel or fluid force. SOLUTION: A plurality of buffer bodies 4 packed with an inside filling material for the buffer bodies are provided upstream of the steel frame dam body 3, and the buffer bodies 4 are connected to one another.
