PROBLEM TO BE SOLVED: To reduce leakage of electromagnetic wave through an opening for voice transfer which is provided at a case of a portable call equipment, without damaging the appearance of the device. SOLUTION: There are provided a base 4 comprising a non-woven cloth with permeability and flexibility, and an absorbing layer 6 for absorbing electromagnetic wave laminated on both surfaces of the base 4. The top view, from above or below with lamination direction of the base 4 and the absorbing layer 6 in vertical direction shows a rectangular solid of the same size with (or slightly larger than) an opening part 14 for voice output of the portable telephone as well as with an opening part 18 for voice input, while thickness in the lamination direction is almost equal to that of the case of a portable telephone. Multiple air holes 8 are formed which penetrate the base 4 and the absorbing layer 6 in the lamination direction. With this configuration, an opening filling pad 2 inserted into the opening part for voice transfer of the portable telephone surely reduces leakage of electromagnetic wave through the opening without damaging the appearance of the portable telephone.
