A risk value representing the occurrence of data erase or a reason for change of issuing data of each card such as issuing cancel or an address change is calculated for the successive preparations of cards. Cards are issued in the ascending order of values, and the period of preparing a card of higher occurrence probability of data erase or a reason for change of card issuing data is delayed as much as possible. This process saves card discarding works due to issuing cancel after card preparation and mount changing works due to an address change and enables the effective processing of card issue.
