PROBLEM TO BE SOLVED: To minimize damage to a game parlor while preventing the use of a fraudulent game recording medium involved with a disenabled communication condition. SOLUTION: A recording medium processing unit has a means to confirm the state of communication with a recording medium management unit, and permits the use of a remaining game value to a game use processing means when there remains the game value in a game recording medium that is judged usable in usability judgment in a disenabled communication condition, and permits value addition to a game recording medium that is judged usable in a judgment on usability without accepting another game recording medium, when not accepting the game recording medium when a disenabled communication condition is confirmed.
