PROBLEM TO BE SOLVED: To provide a method for mixing and defoaming and a deforming mixer having a high functionality wherein the energy loss of a rotational driving force is reduced and a liquid composition is efficiently mixed and defoamed while its constitution and operation are simple. SOLUTION: The defoaming mixer comprises a couple of pulleys with a one-way clutch rotatable in a single direction 36 which are mounted in two stages at a rotational axis 46 beneath a pulley for transmitting planetary rotation force 45 and have different diameters from each other, two-stage type fixed pulleys (orbital pulleys) 35 which is fixedly arranged to a supporting member 39 against the pulleys with the one-way clutch 36, a couple of belts 47a, 47b which are stretched between the orbital pulleys 35 and the pulleys with the one-way clutch 36 respectively, and a means for changing a rotational direction of a rotational driving source 37 clockwise or anticlockwise.
