PROBLEM TO BE SOLVED: To provide a filter in which sufficient collecting efficiency or the like is obtained and production of fractured chips from a filter skeleton can be prevented by mixing a fibrillating substance which forms fibers in the skeleton to improve the strength is mixed in a thermoplastic resin which forms the filter skeleton and by determining the particle size of the foaming material to be used according to the size or the like of the objective substance to be collected by the finished filter, and to provide a method for manufacturing the filter. SOLUTION: A heated mixture material of at least one kind of thermoplastic resin, a water-soluble foaming material or the like which is thermally stable at the hot melt temperature of the resin and keeps its form, and a fibrillating substance 14 which forms fibers in the filter skeleton 12 as the finished product is prepared, from which the water-soluble foaming material or the like is removed and extracted by water.
