In a multi-service radio communication system, a location manager (47) of a multi-service terminal (140) detects its station position by a GPS receiver interface unit (49). Via a common signal radio network base station (100) overlaying by a common signal radio zone a plurality of service zones where a plurality of radio systems provide services, the location manager transmits detected position information to a management server (110) and in response to this, acquires information on a usable radio system. A network selection unit (44) selects the most appropriate radio system for the selection condition from the acquired usable radio systems and communication is performed via interfaces (40, 41) handling the selected radio system.
