PROBLEM TO BE SOLVED: To provide a film having the electromagnetic wave shielding property of excellent workability wherein it interrupts only the electromagnetic wave having a specific frequency, and its antenna pattern is hard to be recognized visually. SOLUTION: After providing a conductive layer over the whole surface of a transparent base material 11 comprising a polyester film, etc., by forming a photosensitive layer on the conductive layer, such a series of patterning treatments as pattern exposure and development are so performed as to form a resist pattern. Further, after etching and removing the conductive layer by using the resist pattern as a mask, by forming an antenna pattern comprising the assembly of conductors, an electromagnetic absorber 30 for absorbing or reflecting a specific-frequency electromagnetic wave is so formed as to create a film 100 having an electromagnetic wave shielding property.
