PROBLEM TO BE SOLVED: To provide a communication channel allocation method in a center station or the like in which bands can be effectively utilized without increasing a new band for an up link from a user station.

SOLUTION: The status of utilizing a transmission line in the center station is grasped, the idle bands of the transmission line in the center station are managed as bands for a reception line from the user station, and the order of transmission is imparted to respective stations in a user station group. Then, the order of transmission is reported to the user station group, a transmission time per station is reported to the user station group, and information on the bands for the reception line in the center station is reported to the user station group. When the utilization of the reception line in the center station becomes possible, a start timing is reported to the user station group and when the utilization of the reception line in the center station becomes impossible, an end timing is reported to the user station group. Then, data received from the respective user stations are managed respectively.
