PROBLEM TO BE SOLVED: To provide an illumination control device and an illumination system capable of setting the target illuminance automatically.

SOLUTION: The illumination control device 3 is equipped with a target illuminance setting means 9 which puts on a light source 15 of a luminaire 4 for a first predetermined period T1 with a preset dimming rate and sets the minimum value fed to an illuminance input means 8 within the first predetermined period T1 as the target illuminance of the intended area 6 to be illuminated.
