<P>PROBLEM TO BE SOLVED: To solve the problem that an H/W scale is made large since it is necessary to provide a circuit and memory for measuring a histogram in universal histogram smoothing processing. <P>SOLUTION: In this contract emphasizing system, an input image is divided into a plurality of areas, and the mean luminance value of each area is calculated, and uniform luminance distribution is obtained in the neighboring range of the mean luminance value, and a histogram in each area is generated. In the same way, this processing is executed for each divided area, and those histograms are integrated so that the histogram of the whole picture can be generated, and histogram smoothing processing is executed based on this.
